Riley humps new things ie new bedding, territory, anxiety, dominance thing or just what little boys do...like wanking when uncertain, like wanking full stop...did I say LITTLE boys ?
So he's showing off a bit to and she's new so although she's telling him, she doesnt really know the house rules and will be anxious and we dont know what doggy scents she is giving off, so he may also be doing doggy for comforting Anyway you need some new house rules which should follow what you want to happen...they need time with you together and time separately.
When placing foster/adoptive children one always has to be clear what it will mean to own child to have new chld comimg in and this work before the placement and in early stages is invaluable to the success of the newly structured family.
When does it happen?
Riley humped his bed when he first got here, bed already here but new insert which I eventually removed and he settled, never did put that one back in but he loves his bed but frequently turns it upside down with humping the cushiony thing gripping it round the 'neck', then climbs off and licks his willy

Give them each a bit of space, time together, time alone, cuddles together nad separately, rewards, not too much telling off but you do need to call him off best in jokey way and can reward him for coming off and reward her for being a nice girl but then distract him to different activity,,,or dont call himoff but distract him to different activity, have a think to see what you think best works for what is happening.
Like Amy said, everything has changed...its hard to think in advance of how you can plan for a new family member if no-one has suggested things, but You're straight in there now and it will work out but it wont be today or tomorrow....give them their own spaces for their stuff...lots of people on here have added new dogs to their family Katie koo, loopyspaniels, bensdad and lots foster which also brings new doggybods into the home.
Have a thought about how you want things to be, have a cuppa, dont worry, then start putting your plans in place relax and report back.
Lulu friend's parent's dog always disciplines Riley, she herds him if we are out, which I find invaluable, better than my voice any day, we just tell her what to do and she does it, in the house he wont let her in his bed but he hasnt tried humping her
